City Manager Promotes Three to Interim Director Positions

City Manager Brad Hudson today announced the appointment of three experienced managers to Interim Director positions.  Deputy Public Works Director Siobhan Foster has been named Interim Public Works Director; Deputy Human Resources Director Rhonda Strout, will serve as Interim Human Resources Director; and Deputy Parks and Recreation Director Kris Martinez will be the Interim General Services Director.  Each will assume their Interim responsibilities immediately.

Foster has served as the Deputy Public Works Director since 2003, where she has managed the city’s operations and staff for the street services, sewer operations, solid waste, waste water, and until recently, the code enforcement divisions.  Strout, has served in the City Human Resources Department for more than 20 years.

During the past year as the Deputy Human Resources Director, she was responsible for managing employee classification/compensation and labor relations.  Martinez has been with the City since 1994.  In her current role as Deputy Parks and Recreation Director, she was responsible for managing the parks and recreation department budget and strategic plan.

Strout’s promotion comes o­n the heels of  the news that City of Riverside Human Resources Director Arturo J. Alcaraz has announced his retirement effective July 3, 2006.

Alcaraz, who joined the City in 2003, retires after a multi-faceted career which includes service to Riverside County’s Health Services Agency, the City of Moreno Valley and the City of Riverside.  A life-long Riverside resident, Alcaraz is credited with initiating a number of reforms to modernize the City’s Human Resources function.

Pending his retirement, Alcaraz will serve o­n special assignment to the City Manager’s Office.
