Moreno Valley, remember to use water wisely. As of September 1, 2008, the EMWD has been taking proactive measures to eliminate water waste by applying penalties to all customers for water waste pertaining to runoff. Previously, penalties only applied to commercial, industrial and institutional accounts. The violations are: 1. A written warning; 2.
